Port of Montreal Union Strike

Dear Valued Customer,

We would like to inform you of recent updates impacting our operations.

The Canadian Union of Public Employees (CUPE), issued a series of 72-hour strike notices to the Maritime Employers Association (MEA): 

- Sept. 27, 2024: First notice affecting operations at the Termont terminal. 
- Oct. 7, 2024: Second notice suspending all overtime work starting Nov. 10, 2024. 
- Oct. 24, 2024: Third notice suspending all port operations at Termont for a full day of Oct. 27, 2024. 
- Oct. 28, 2024: Fourth notice suspending operations across Termont terminal starting Oct. 31, 2024 until further notice.

We encourage customers to sign up for Operational Tracking notifications or check port schedules on https://www.cmacgm.com/ebusiness/schedules/port, as the situation continues to evolve.

Please see below for updates and contingency plans for operations linked to the Port of Montreal.

Montreal Gateway Terminal (MGT): effective Nov. 5th, 2024, and until further notice, MGT rail operations at both Cast and Racine facilities are suspended. Likewise, reception of empty units will be closed until further notice.

CP: effective Nov 5th CPKC will be restricting all exports and pre billed empties destined to the Ports in Montreal for Cast, Racine. Termont continues to remain closed.

CN: suspended and remove all capacity at our inland terminals for exports destined for Cast and Racine until further notice.

CMA CGM Vessel Service/Line Operations: potential vessel re-routing to be announced depending on CUPE and MEA negotiations.

CMA CGM Port Operations: CMA CGM Paranagua and Mombasa Express in route to Montreal port as planned, subject to CUPE and MEA negotiations.

CMA CGM Intermodal Rail & Truck Operations: 
Pickup empty as shown in the booking confirmation for exports. Empty return as instructed in eContainer portal. 
Import and export rail operations to and from impacted port and lanes are on hold. Expedited Rail Services subject to terminal approval. 
Intermodal door and ramp operations continue as normal except for cargo moving via impacted port and rail terminals as instructed above.

CMA CGM Demurrage & Detention Charges: in view that an official strike is not enforced by CUPE, please be informed that current (before strike – if enforced) conditions will apply:

Port / Local Cargo: 
Export Demurrage/Storage/Monitoring: applicable. 
    Export Detention: applicable. 
    Import Demurrage/Storage/Monitoring: per terminal. 
    Import Detention: applicable, empty depots are available

Ramp / Inland Cargo: 
    Export Demurrage/Monitoring: not applicable during the length of the embargo for cargo in-gated before rail embargo, ex-loading via impacted port. 
    Export Detention: not applicable during the length of the embargo for containers that out-gated before rail embargo, ex-loading via impacted port. 
    Export Storage: per rail ramp tariff and policy. 
    Import Demurrage/Monitoring at Rail Ramp: applicable. 
    Import Storage at Rail Ramp: per rail ramp tariff and policy. 
    Import Detention: applicable, empty depots are available.

In the event of official strike is enforced by CUPE the following conditions will apply, these may change depending on the progress of the strike once announced: 
Port / Local Cargo: 
    Export Demurrage/Storage/Monitoring: not applicable at impacted port during the length of the strike for cargo in-gated before strike. 
    Export Detention: not applicable during the length of the strike for containers that outgated before strike and returning to impacted port. 
    Import Demurrage/Storage/Monitoring: per terminal tariff and policy. 
    Import Detention: applicable, empty depots are available.

Ramp / Inland Cargo: 
    Export Demurrage/Monitoring: not applicable during the length of the embargo for cargo in-gated before rail embargo, ex-loading via impacted port. 
    Export Detention: not applicable during the length of the embargo for containers that out-gated before rail embargo, ex-loading via impacted port. 
    Export Storage: per rail ramp. 
    Import Demurrage/Monitoring at Rail Ramp: applicable 
    Import Storage at Rail Ramp: per rail ramp.
